1) There needs to be a solution for the Palestinians.
2) After the issue with Palestinias will be resolved, Israel has to behave like any other civilized country or loose any support from the West.
The problem with 1) is that neither the Muslim-states, nor the European Union nor the US are willing to take them. A solution could be voluntary settlement in Ukrainian areas that have been emptied by the war - if that would be heavily supported by all stakeholders
